Hmmm, the new instructions don't quite work?

Hmmm... your instructions are similar but interestingly have differences between the ones included in the Application_Development_Guide.pdf that comes with prodtools_api_toolkit_win_beta3.exe. With your VM arguments Lotus won't even run (Logging configuration class "com.ibm.rcp.core.internal.logger.boot.LoggerConfig" failed
java.lang.ClassNotFoundException: com.ibm.rcp.core.internal.logger.boot.LoggerConfig) whereas with the settings in the PDF file at least I can get Lotus to run. I played around with the VM arguments and after a while got the samples to compile! My settings are still much closer to the PDF file than the ones you mentioned. Thanks for getting me looking in the right place though!
